Built in the year 2000, with U.S. Federal Bureau of Prisons and USAID funding, as part of the penitentiary restructuring component of Plan Colombia, “La Tramacua” is a veritable house of horrors.Meanwhile back at the Empire's central command in Washington, the ruling class's chief of public relations (known formally as the "President"), Obama, is lauding the accomplishments of Plan Columbia and throwing in obligatory comments about "human rights", etc, while indicating that he will be asking Congress for more aid in the future.
